I discovered my issue was with the mod Dyson Swarm - colonizing space (2.2.x)
mainly with the lost homeworld civic.

Yes. This mod's nomad makes upkeep of Buildings and District 10 times bigger than nomal empire. Because restrict of buildings and district is hard work and make compatible problems.So I indirectly way to work unusable buildings and districts.

이 모드 깔고 "부러진 고리" 기원 시작시 링월드 시작 건물이 싹 날아가는 버그 발견. 나머지 모드 다 빼고 해봐도 마찬가지였음
