I'm having this issue. Make sure you put in your Steam API key in the config files.

I am getting the same error but I think its because I am using the same API for two servers.

If someone is still having problems with that then try this.
Check your hosting's operating system. It's probably Linux. You also have to check what version it operates on x32 o x64. Then on xeon website you gotta download the correct version of dll file. That fixed it for me!
