Enemy AI Have Tanks

So the AI can have tanks and APCs, but im stuck wiht only trucks?

It depends on the scenario. Some factions are guerrilla armies and lack certain kinds of units. Generally they make up for this with a variety of low cost units and some balance changes will probably be made in the future.
