Screenshot isn't working but I managed to find the issue.
Will be fixed in the next update, thanks :)
Did you fully restore the Roman Empire as the Byzantines?
Did you use the "Restore the Roman Empire and the Roman Court" decision?
How long has it been since you used the decision?
You were personally in control of the society and not a regent when you used the decision?
Are you running any other major mods?
Could you get a screenshot of the member list as well plz?
I realize these are a lot of questions, but theres a lot of stuff involved with dismantling and reforming the courts so I need to check :).
1. I was the Byzantines when I formed the Roman EMpire.
2. I used the Restore Roman Empire (or however it's worded) decision to form it. I also used the decision option to form the court.
3. About 3 months in-game I believe?
4. I was never in control of the society, and there was no regent in power, but I do have a designated regent set it honorary titles.
5. I have quite a few mods, but no "overhauls" like CK2+, etc.
6. I'll work on getting that.
1. While you were the byzantines, was the Byzantine Court active?
2. So you formed the roman empire, then used the "Establish the Roman Court" decision?
4. I meant if you assigned a Nobellismos/Magister Officorum?
Is this a new game?
Did you disable the starting byzantine court via game rules?
1. No. It was not active.
2. Yes.
3. No, I did not assign one.
4. Yes, it is a new game.
5. No. Not actively, so as long as it doesn't default to that.
I managed to find the bug and fix it, thanks! I'll add in a decision to fix the bug for ongoing games
I'm guessing some previous basileus dismantled the byzantine court, otherwise I don't know how it wouldn't have been active.

Oh umm wat?
Theres a lot of things wrong in this screenshot and that scares me. The emperor is still in the society while having a regent, multiple rank 3 members have the same office, and 569 members...
Has anything "strange" happened to the hre in your game? Like multiple revolts, conquering/inheriting another empire?
Could you also do me a favor and hover over the "569" and tell me the breakdown of the ranks?
The only other mod I have that I can think of doing anything at all would be CK2+ factions standalone.
EDIT: Well here is the current status:

I found the issue, I forgot to tell the AI not to join if rank 1 is full....oops...
In that screenshot everything other than the vast amount of members looks fine. There are no characters with duplicate titles and the Kaiser is properly set as the leader. I'll test things for a bit to find out why your first screenshot ended up the way it did.
Thanks, you've been a huge help :).
Reloading the last autosave this is what I have now. Seems like the duplicate title situation is back: https://i.gyazo.com/3a2dd2bc50c66c796f7f294a514caf5f.jpg
The Latin Empire did successfully form their own imperial court though with 120 members.
