My idea for stats:

15% extra heal rate on target.
-30 health on wearer.
Only -15 health instead of -30 if healing someone.
Ubering gives the target uber-regen even after you stop healing them (It stays but slowly diminishes after several seconds)
Ubered Target glows your team's color.
Cannot activate Uber in spawn-room.
