Even before Tough Break it was still good if used PROPERLY

Used properly? Everyone I know (even close friends) who uses this devilish item exploit it to all degrees, it's worse on maps where, the cooldown is shortened (x10 servers) or where there are ammo packs aplenty (hightower, ect.)
