1. additional Gods
With the expansion of the gensokyo, it seems necessary to add gods that have been added as a nation but not yet in the Hakurei shinto. What I think of now are the yorigami sisters(increase attrition, because they are god of pestilence and poverty), keiki(increase manpower, because she create haniwa legion), and watatsuki sisters(I didn't have a clear idea, but I think combat-related bonuses would be good).
2. tier 1 government reform regarding gensokyan gods
As the number of countries ruled by God has increased, I would like to propose a new form of tier 1 government that is different from now existing Touhou Monarchy and Shrine theocracy.
How about to apply a mechanism that gives bonuses when serve their country's leader-god, to match the setting of a country where the god rules itself? for example, if makai believe shinki, makai can get special bonus.
If the modding of eu4 cannot use such this complex mechanism, it would be okay to create a government reform in the form of giving bonuses about religion, military, and difference about ruler.
