Suggested Stats for The Outbreaker
The medic is already a complicated class with many traits and perks. Why not make this complicated as well?

Here's my idea for some stats.

+Drains spy cloak or medic's ubercharge on hit (Similar to the pomson 6000)
+Effects and damage can transfer across a medibeam or dispenser beam (Similar to the Third Degree)

+ When a player is hit, a "BloodBar" will. When the "BloodBar" is full, any heal target while the effect is active will gain mini-crits and a 30% damage reduction.
+Hitting an ubered target will build "Uber Blood" and hitting a kritzed target will build "Kritzed Blood". This changes the effect of the Bloodbar. (Hitting a player under the effect of Mini Crits will not change the output.)
+[Mini-crits and uber from the BloodBar can be combined.]
-[BloodBar can not be filled while active.]
+[Bonked targets can have blood drained.]
+[Ubering a target and giving him mini-crits is completely possible. However, combining the regular Blood effect and Kritz effect will not result in a change (unless the medic has built Uber Blood.) This means, if you are going to use the BloodBar for a major push, it may be more reasonable to use the default medigun.]
-[While dealing damage, blood cannot be drained from non-player entities (particularly buildings and MvM robots.)]
+/-[Blood Effect lasts for 4 seconds.]

-25% attack speed.
-2 health per second on wearer.

+Set Bonus - The wearer is immune to bleeding and poison.
(this requires the other weapons in this pack - none of the hats are needed.)

(Updated to take in condideration the comments.) I also need more ideas for nerfing this weapon.

I find that it is a bit overpowered. The abilites may be a bit hard to implement, as well, but I'm not sure.
That's really awesome! So who would get speed? Pyro, scout, spy? Any way to make it MORE complicated?

Outbreaker looks more like a melee weapon, so I don't think it should get a decreased damaged effect.

The Taunt heal the medic.
-10% damage
no random crits
builds critical hits for a kill with the syringe gun

This is an easy one, its called the outbreaker, and I think it should hold up to that name...
+On hit enemy add infection (invisible effect on a player)
Infection is just as the name suggests, the player has no way of knowing if they have it.
+enemies pass it to their allies if near
+Infection can only be cured from resupply and healers
+Infection will keep halving the infected player's max health every minute.
-90% damage
(Valve should make it so you get a genuine one of these things if you buy that disease inc. game on steam, maybe you get a random genuine of the 3 weps....?)

+50% damage
-25% movement speed

damage is so you cant get too much health and uber

The weapon could have no stats, and instead inflicts a random effect, positive OR negative, on foes.
The effects could be:
Bleeding
Jarate
Mad Milk
Afterburn
Marked for death (minicrits)
Marked for death (crits)
Healing (healed whatever the normal damage would be)
Cloak (similar to spy, affects all classes)
Ubercharge (for several seconds)
Crits (for several seconds)
Minicrits (for longer than crits)
No effect (no damage either)
Normal damage.
This could be the only stat, and is both a good AND a bad stat.

Pros:
+10% Movement Speed during Debuffs on Wearer
On hit: +10% Extra Speed for 10s
On hit: Victim suffers bleeding for 6s

Cons:
-60% damage
