When become king and try to improve city and castle from chamberlain, i found that my engineer skill did not make improvement building time decreased, but its still can make building improvement of my village is decreased. is this a bug? or modder intention to make its not useful for castle and city?,

i have tested to increase my engineer skill by using skill point cheat, to see is there any decreased time, but its not.
