I'm having this issue as well. The only temporary fix I've found so far is to kill the bots and no one should rescue them throughout the match.

1-) To achieve this: start a game with console with "map" command. Once you are in, activate "sv_cheats 1" and type this:

"rescue_min_dead_time -1" (This will make unwanted survivors unsavable once they die. set "0" if you want instant rescues)

2-) Then type "survivor_friendly_fire_factor_normal 100". Then equip a gun and shoot all unwanted survivors. Shotgun or Rifle works better than pistol or melee.

3-) Then type "simply type "survivor_friendly_fire_factor_normal 0" to remove friendly fire and play with remaining survivors.

Note: "survivor_friendly_fire_factor_normal" command is required to enter each map you play on as long as I reckon. value simply resets once you quit the map. So the step 2 and 3 are repetitive.

4-) If your desired teammate dies and you want to rescue, type "give defibrillator" and revive that teammate by using the defibrillator you got.
