I have been cooking up a lot of these stat things for these workshop weapons. Here's the best that does it in for Valve to make this weapon get in game.
The Scavenger's Tool
Level ~ Revolver

+ Accuracy spread reduction by 50% (it's a revolver still)
+ Increased damage per shot by 10% (not sure if this is a good idea; damage buff can be removed, isn't preferred)
+ No reload necessary
+ Uses metal for ammo
+/- Uses 10 metal per shot
- Cannot obtain any metal from dispensers
-Reduced firing speed by 10% (designed to have a similar firing speed to the revolver from the Spy)


Stats enhances the Gunslinger and Widowmaker or allows another option for a Gunslinger Engineer pairing and focuses on a full-frontal battle Engie, while making the revolver horrible/impractical to use for Engineers needing to survive a brutal ubercharge by repairing a Level 3 sentry, level a sentry faster by means of a closer, replenishing metal source, or self sufficiency in an area with no ammo boxes present. This weapon encourages front-lines play-styles instead of Engineer turtling or base repair and babysitting.
