Game.ini? I put this in the game.ini but nothing will change

So, i put it in GUS.ini and doubled the Values but the Mod is weaker than the Tranq ARROWS!
We have a small PVE Server with mid-level Creatuers and every vanilla method is more efficient than this mod.

Whats wrong?

A more detailed description would be nice. I do not want to experiment if there is already a clear answer from the developer. He just had to write it here :)
