Black Sun ship thief mission?

I have the guy that the mission requires, and I've moved him to the proper sector solo, but nothing happens. Do I have to bring a fleet and do an actual fleet battle to complete the mission? I've failed every mission so far due to running out of time.

I think there might be an option on the left to steal ships (where you would put sabatours to corrupt planets)

Yea I just got the mission again, this time to one of my own planets, and there is no side-slot like there is for corruption or assassination

I think this might be one where the target world is near the one mentioned rather than that planet specifically, working in the same way as the treasure hunt mission.
