I think the same thing also applies to high end infantry units, for the Empire, all the units buildable with the elite barracks are finite, meaning after a while there is no point to having one.
In terms of build limits these are annoying, but can be partially allieviated if you're willing to build 5 in one go, since it will continue through items already in the build queue even when the limit is passed. You can therefore have 5 units of imperial shock troops for example.
Turns out that EAW has weird build limits. If you sell your last officer, it will then allow you to build five more.
