Splatoon - Sanitized Inkling And Octoling Texture Pack

I require assistance.
This is my first time using a texture pack, and this seems confusing. could someone please dumb it down? I followed the instructions and it didn't work.

you do the color thing again to fix the offness of the eyelid color

How to do the Agent 8 Octoling girls hair do these steps:

Default Octoling Hair Guide:
Teamcolor Step 1: 255 255 255
Teamcolor Step 2: Add Attribute > String > $basetexture
