Full Features
Starbases
- New T6 Starbase Stellar Bastion, gives 12 module and 8 building slots, 24 platform slots, twice the hp and armor as a citadel
- Star Fortress gives 4 building slots
- Citadel gives 9 module slots and 6 building slots, 18 platform slots
- Starbases get more medium slots
- Starbases get additional utility slots
- All starbases except outposts gets hanger slots
- Starhold and above gets extra large slots
- Citadel and above gets extra large slots
- Starbases get point defense slots
- Star Fortress and Citadel get additional auxiliary component slots
- Juggernauts now also get 1 titan weapon and 3 large weapons
- Juggernauts now have +30,000 base armor
- Ships built at Juggernauts start with 100 xp
- Ion Cannons only take up 4 defense platform slots

Starbase Modules
- NEW: Science Modules, which grant +2 science each
- NEW: Large, Extra-Large, and Titanic Gun Battery Modules
- Weapon modules give +1 weapon slot each, hanger bay also gives +1 point defense slot
- Detection Arrays limited to 6 per starbase, for balance reasons
- Detection Arrays give +2 Physics Research with the Astral Studies Network resolution

Starbase Buildings
- NEW: Pulsar Observatory, +15 engineering, +2 engineering research from orbital laboratories. Requires level 3 sensor tech, produces motes with Mote Stabilization tech
- NEW: Interstellar Customs Office, gives +1 trade collection and protection range, +10 trade protection, +5 trade value, and +5 society research. Can only be built in systems bordering a country with whom you have a commercial pact. Requires Intergalactic Customs, not available to gestalts and criminal syndicates
- New: Syndicate Free Haven, gives +1 protection range, +20 trade protection, +10 trade value. Requires Criminal Syndicate civic. Can only be built in systems bordering a country that has one of your branch offices on one of their planets. Requires Intergalactic Customs
- NEW: Trading post, gives +8 minerals, +2 alloys. Requires Gestalt ethics. Can only be built in systems bordering a country that has open borders with you. Requires Intergalactic Trade
- - Customs Offices and equivalents give +5 energy with the Holistic Asset Coordination resolution
- NEW: Stellar Fortifications, gives +25% armor and hull and +10% armor hardening. Requires starbase fortification I
- NEW: Patrol Office, doubles trade protection and protection range from the three military modules. Requires Interstellar Enforcement
- NEW: Dathnak Embassy, gives +10 society research, +2 society research from orbital laboratories, +10 trade/energy, can only be built in systems with Dathnak colonies
- NEW: Tiyanki Observation Post, gives +15 society research, +2 society research from orbital laboratories, can only be built in the Tiyanki home system

- Disruption Field Generator gives enemy ships -25% shields, up from -20%
- Hyperlane Registrar gives +2 trade collection range and +2 trade value
- Target Uplink Computer gives +5 tracking
- Dragon Hatchery requires a shipyard
- Cybrex mining hub now gives +200% bonus to space mining
- Dark Matter Detector gives +8 cloaking detection
For Real Space:
- NEW: Protostar observatory, built around young stars, +15 physics, +2 physics research from orbital laboratories and detection arrays. Requires level 2 sensor tech, produces gases with Exotic Gas Extraction tech
- Nebula Refinery can be build in any system with a local nebula or proto-planetary disk
- Black Hole Observatory can be built around microquasars

Orbital Rings
- Tier 4 orbital ring. Requires Stellar Bastion technology
- Base Defense Platform Capacity increased to 9/12/18/24
- Module Slots increased to 2/4/6/9
- Building Slots increased to 1/2/4/6
- Base hull and armor increased significantly
- Orbital Rings get large and hanger slots
- Tier 3 Rings gets an extra large slot
- Tier 4 Rings gets a titan slot
- Orbital Rings get +2 utility slots for all levels
- Tier 3 rings get +1 auxiliary slot
- Tier 3 rings get 1 extra large weapon slot

- Shipyard related buildings can be built on orbital rings
- Giga-Malls give +10% trade value
- Orbital Maintenance Drops also gives +1 Unity from Coordinators
- Climate Optimization Stations + Agrarian Idyll gives +2 districts and +1 building slot (If lithoid, gets bonus from Low Gravity Mega-Refiners instead)

- With a fully upgraded Strategic Coordination Centers, Naval Logistic Office gives an additional +2 naval capacity to anchorages
- Base starbase capacity raised to 4
