Why is there two Road Event Decks?
I've searched the rulebook about road events and road events cards but couldn't find anything that says any difference about the road event cards. And there is two road event decks, one with 30 cards (01-30) and another with 39 cards (31-69). Can someone tell me why?
Do I shuffle those cards? Do I buy a specific card?

The 1-30 stack is the one with the initial 30 road events, number 31-69 are road events that you unlock throughout your campaign by different means. Same goes for city events.

Edit. This is described in the rule book at the bottom of page 39, campaign setup.
