Report a translation problem
I'm only in the first act, but I really feel like the level design in this content is quite poor. There's a distinct lack of options for problem solving. The AFB level expects you to not engage in combat, but gives you no options to do so and also lots of items that you think would be useful for this task but seem to have no use whatsoever.
It turns out there is a way to do it, although it's not very intuitive so I don't blame you for not being able to figure it out.
In essence, once you have the voice recorder, you need to go to the control room where the jack-in location is, and you can ease drop on an official in the office. You can record his voice, and he almost (but not quite) reveals the location of Tessender. You also get to see some minor conflict between your enemies. Afterwards you can proceed through the elevator using the recorded voice.
It's one of those things that seems very counter-intuitive (especially when you think you could just record a soldier), but that's how you do it. This is a late post, but I hope it helps.
