Stats
Ok so I was thinking.

-25% clip size
-10% damage

On hit: Builds Shift

On full shift: Alt Fire to create a localised bubble of slow time around you. Halving the speeds of all enemies' actions (moving, attacking ubercharging and talking) also halves projectile speeds and -10% hitscan guns damage. You are unnaffected by this.

Please comment constructively I'm not too sure about it either soo...

I know a very important thing about tf2 weapons stats! If you have 1 plus, you must have 2 minuses. 2 pluses, 3-4 minuses. Like the sticky jumper's stats, 2 pluses, 3 minuses. If you know what I want to say. :P

This would never work. Slow time is impossible in multiplayer games unless it slowed everyone else down, but that would be unfair and OP

What about this..

Mouse 2 allows the soldier to teleport where ever he is aiming with a sizable cool down time
Shortly after Teleporting:

-35% movement speed
+50% attack damage
-20% attack speed

Normal stats

Cannot Rocket Jump
50% faster projectile speed
-10% rocket damage

i like this idea but i think after teleport it should be
-75% movment
-45% attack damage
+60% attack speed
and unlimited ammo for 3 seconds

It wouldn't be impossible, you just slow down your enemies actions and also i came up with something else to add.

+25% damage on wearer.

I feel like this weapon should be similar to the black box but work differently.

so maybe something to do with damage instead of healing? or maybe speed?

The time bubble seems to be more suited for an ubercharge to me. But thats just me.

I know you guys want a teleportation or time affecting stat, and both of those are doable, but would require major modifications to the Source Engine. Let's try this instead.

Target movement is delayed from 0.5 to 3 seconds, duration is based on distance from user.
Damage falloff is reversed.

- 30% damage penalty
