I have a suggestion, buffs all around. +3 food +2 culture on snow, snow is so bad and even these tiles are barely worth working (flatland snow). The only snow tile that will benefit is hills the opportunity cost of settling snow is so great that you need to make it exceptionally worth it.

+3 food on caravansary making them worth building. As it stands the civ has no clear victory condition as it has ♥♥♥♥♥♥ tiles with moderate bonuses.

With the changes i mentioned you could have an amazing science civ as it stands the civ is mediocre not worth subscribing.

Thank you for the input. My main goal for this Civilization is to make it more culture focused. Do you have any suggestions to help empower it for a tourism victory?

The changes to buff snow tiles would be good for culture growth, and aid in making the polar cities taller and I'll go ahead and implement those. I was afraid to add too much because I wasn't quite sure how impactful giving a 'free petra' for tundra tiles would be.

2 culture on snow tiles means an optimally placed city can generate 72 culture which is a large amount i would say you achieved your goal making them a culture civ given the numerous ways of converting culture to tourism gj
