Adding Skills

Is it possible to add skills (e.g. Warfare) to items? From what I could discern from the spreadsheet, it doesn't seem so. Also, where is the crafter's inn?

Check enhancements section on the spreadsheet.

Crafter's Inn is still work on progress.

Thanks for the response. The initial post may not have been clear. When I said skills, I meant something like adding +2 Hydrosophist and not a specific skill like Rain. I don't see any way to do that on the enchantments tab.
