Okay, I got a bit off topic. XD But, perhaps a response the Gems could have the Scourge when they're contacted by them could be something like, "By the will of the Diamonds, you vile abominations will be wiped from existance!" Or something along the lines of that!
Consuming entire planets for pop growth is unbelievable overpowered and can also ruin an empire. if you have a sudden influx of pops but not enough infrastructure it can overwhelm your empire.
You can create more pops by building kindergartens, to do this you need to go into the decisions on a planet and create a kindergarten site. this will consume farming district space. due to how the game updates districts you need to build another district before you can see the kindergarten district on the planet interface.
