Yes, because saying no random crits is so unoriginal and usually with weapons without random crits, there is a way to get crits but this only has a lower crit chance.
Too much, this has gotta fit into a tiny little box. At max only have about 5 stats. Also, the can kill self doesn't seem in the soldier's style, he's a soldier and is quite a slow mover, not a cocky baseball fan who swings his bat around everywhere.

Too many things that it does, have either minicrits from behind or bleeding. And if your gonna be able to deal minicrits or maybe even crits then maybe no random crits may, for once, be a good idea.

Oh, i forgot that it would too unfair if it does have crits chance. I should have to put - No random crits. and maybe also - No be crit boosted. How does that sounds?
pros: on hit bleed for 6 seconds
- weapon has a shorter range then other melee weapons (excluding eyelander and hhh headtaker)
-no random critacal hits

-take less health from health packs

-crits (mostly likely minicrits) enemy from behind
-makes target bleed on hit (three rune-blade or cleaver?)
-faster run speed when weapon is active

Need to charge up secondary fire the same way buff, battalions, or THE MAGIC CHONCH CHELL would.
