This is to be used with Divide et Impera, found here.

Increases unit costs and upkeep by around 20%.

NOTICE: The new launcher has issues with mod load order which negatively impacts submods especially. If you are having problems getting submods to work, please try the beta launcher option in the Steam game options (called release candidate launcher).

To provide a different sound to all the comments below, this mod definitely still works fine with the latest version. Just make sure to put it higher in the load order than the main mod.

Is this mod working now?

It’s the COVID-19 era, and after watching videos on the Roman Empire, I must re-download this game again. But I remember I couldn’t finish my first playthrough of DEI because I got so sick of the multi-stack barbarians.

I tried both, I guess I haven't yet tried renaming the file with @ and using the old launcher, I'll try that now.
