manual "port" of the roblox city template to teardown

meant to serve as an upgraded version of Gunmoon's mod, which you can find here

car can be spawned in via the spawnmenu

this is considered mostly done, i will not be adding any more stuff other than bugfixes or improvements

this is better than the other mod
