Updated to B42 for Industrial Revolution B42 verified working, the mod check is different in B42 in case you are updating an add-on mod.

Update - Corrected tutorial notes to reflect the new IndustrialRevolution.FluidWater and other fluid types to use for placeholder recipes.

It's not enforced in the b42 version, one of the issues with having a 41/42 version is that it is not possible to unlink/link requirements on this page. It makes me want to separate all my 42 mods to be honest... also the limited description space makes it tough as well.
