Combat Strength increases by 100 percent against barbarians. Elimination of barbarians increases local happiness in the capital. Gun units garrisoned in cities increase local happiness and production.

Disciplinary Committee Members
Replaces the Infantry. Combat Strength increases in proportion to the total number of barbarians removed.

Hina UB
Disciplinary Committee Room
Replaces the Constable. In addition to the effectiveness of the constable, it provides experience to ground military units along with local happiness, and gives additional experience in proportion to the number of barbarians killed.
