Description
It aims to solve the problem of game lag caused by too many construction queues and increase the upper limit of construction investment brought by technology.

From the most basic urbanization to the most advanced elevator technology, the investment caps are 10, 20, 50, 100, and 200, respectively, and finally the total investment cap is 400. This reduces the computing power used for calculation and construction, and improves the performance of the end game.

Pity about the flood protection no longer being in, but otherwise great.

This mod still works on 1.8.7 as it only affects the construction technologies. There is a missing modifier on a couple of the techs that affects flooding damage, but it's a cumulative 10% reduction in flooding damage, so I wouldn't exactly call it significant unless/until Paradox makes flooding more impact.

This mod is a simple, but utterly fantastic idea. Letting every country concentrate more construction on a single building not only speeds up the game enormously in the late game by making it have a small fraction of the concurrent construction projects taking up CPU resources, it also makes the AI develop noticeably better, too, as they build impulsively and aren't good at managing their queues.

It doesn't really change balance either, as everyone gets it, and a full queue still takes the same time to complete. Only real change is that canals and other big building projects finish faster than they should, not a big deal.

I salute the modder for thinking up such an elegant improvement
