Report a translation problem
The InheritFrom defines whether the leader is for a full civ or a city state so for a city state it would be something like InheritFrom="LEADER_MINOR_CIV_MILITARISTIC"
The mod used to be dependant on the Ynmap mod but it shouldn't be anymore since a few updates ago unless you loading a game from when it was dependant.
The LOTRO Mod Map is the actual map and the other is the mod that adds the map I dont know why they are separate now but I asked around an apparently thats how adding maps works now?
I suspect it just a variable name mismatch. the icons are all loading correctly just the text isn't. and it wont catch it in the error log since it isn't game-breaking.
I checked your files and your LocalizedText property in LeaderConfigText.xml could be filled, since that file is mostly empty idk why you add it to your modinfo file. Also i dont understand the "InheritFrom="LEADER_DEFAULT" in LOTRO_Leaders.xml is for.

all these show the variable name "LOC_LEADER_NAME ..." instead of the correct descriptions for their respective leader, civ, UIs and UUs in the civ selection and load screen.
Khirgi, only shows his leader and civ abilities correctly.

6. Yep again but on the Dunadan Warrior the current description is ("Dúnedain unique melee unit. Replaces the Man-at-arms.") I guess I could change the full stop to a "that" but generally it makes sense?

1. Yep balance is on going and if you see anything that is obviously too strong or weak please mention it.
2. Yep Harad could do with some changes I was thinking of maybe going along the route of making Oasis's in their cities improve the tiles around them in some way but your idea would work too.
3. Thranduil and Eryn Lasgalen is currently quite light on unique stuff and could do with being made more interesting/effective
1. more balance with 1-3 UUs and 1-2 tile improvement and 1-2 infrastructure. see "Second Unique Infrastructure" mod for ideas.
2. Harad's needs a way to utilize flat desert tiles. potential fix: use Malian's UA city centers gain from adjacent desert or a desert tile improvement.
3. Thranduil's UI rebalanced for all plantations for 0 wine starts.
4. Civs with too many UU have an era score advantage (e.g. Mordor)
5. elves or hobbits could use a UI that converts 70% appeal into tourism/production
6. better descriptions: (e.g."Dunadan Warrior replaces Man-at-Arms") why? (Angmar UA, change to "shrines and campuses recieve major adjacency from mountain tiles")
7. map is fantastic! could use more World Wonders for that astrology boost. any plans to cut-out regions for smaller maps? Eriador+Arnor, Rhovanion, Rohan+Gondar, Rhun+Mordor+Harad?
