metropolis for normal slugs

Description
Makes it possible to pass through metropolis as any slugcat. Except artificer, probably.

Additional recommended mods:
Precipice leap (to get to shoreline from 5P faster)
Grapple saint (for fun/less finicky navigation)

Things I changed:
-Removed scavenger spawns
-Removed scavenger tolls
-Changed UW gate requirement from citizen ID to 5 karma
-Added 2 new rooms and a gate connecting to Shoreline (The Precipice)

agreed, it's just hard to justify since metropolis is so isolated, and the region itself is just a dead-end for any slug that isn't Artificer. As far as I'm aware the only custom region that connects is scorched district!

i kinda wish there were atleast more regions connecting to metropolis that would be honestly kinda cool like a very long pipe system leading into subterraian

there's already a metropolis worldstate for hunter, gourmand, survivor, and monk though. it's used in expedition, since they can start in that region

there's still some signs they used to be there, but they're not there anymore.
