Updated for 1.11.1

This mod add new decree "Allow cheat buildings" whom give access to 3 cheat buildings (constructor, university, government admin) and override resources construction in a state (all mines, oil rig, fish, plantations, wood, etc)

And 9 buildings :
- Cheat Government Skyscrapper (unique, only in capital, 1 level): add legitimacy/party approval/enactment success
- Cheat Construction Sector (10 levels max): add construction cap, minting, infrastructure
- Cheat Government Administration (10 levels max): add bureaucracy, authority and influence
- Cheat University (10 levels max): add innovation, assimilation/conversion, birth rate, qualifications
- Arable land : build it to increase the arable land by 50 (can't be dismantle)
- Cheat Pollution remover: Remove 1000 pollution per level
- Cheat Military (unique, only in capital, 1 level): Boost offense and defense for both army and navy
- Cheat Throughput (unique, only in capital, expandable): Give 5 production methods to boost throughput for agriculture, loging, mines, fishing and manufactures
- Cheat Urban Throughput (unique, only in capital, expandable): Give 4 production methods to boost throughput for infrastructure , electricity, university and services + art museum

If you see a red smiley, don't touch it. It will make your game crash. Just wait one in-game week, the data will update and the smiley should disappear.
If modifiers don't apply, it can be fix with save/reload.
