Auto Base

This mod creates a hidden component on your base with the AI Behavior Controller. This exposes some additional instructions that aren't really available otherwise and includes some bug fixes in this instructions that I've found along the way.

It's also got a couple of new instructions in the AutoBase category and I plan to add more (as I figure out what I need).

This basically came about after spending 2 days writing a complex behavior that does almost the exact same thing "ServeConstruction" does.
