Configurable Town Building Levels

Town Buildings can be filtered by level. Doesn't affect existing buildings but restricts new ones to be built. Can be used to play a game without skyscrapers.

This is a re-upload of the original mod that uses in-game options instead of legacy Mod Settings mod. Now you can simply check buildings levels in the same window where you enable the mod itself.
