Thunderstorm Effect Removal

Description
Removes thunderstorm effects including the blinding lightning and screen flashing.

Internally it just replaces the weahter effect with the rain effect.

I have a room mate who is epileptic and the frequent lightning flashes meant I couldn't safely play the game.
