When NSC updates. If you really need your Star Wars fix the vanilla sets have already been updated.
You could say it's hush hush right now. At the moment I have been away from Stellaris (only really coming on whenever updates are put live so that I can keep my mods updated). No worries though, I still want to do more with my Star Wars series.
Nope, not a replacement, it just adds it as its own set
I know of the models you are talking about but they aren't New Dawn's either, they are from the Empire at War Thrawn's Revenge mod. I would have to ask their team instead and perhaps I will in the future. It's just that there are other more easier to obtain models that I can put together into sets sooner and also the complication that I am not entirely sure whether the Thrawn's Revenge developers will actually let me use those models or not.
the ''Star Wars New Dawn'' total conversion mod should have the models mby you could ask for permision to use them at least as a base

Possible in the future yes, but I do not have access to any models for them at the moment
