Description
Adds Napoleon III as a leader for France. Nephew to Napoleon Bonaparte, he was elected the First President of France before seizing power and founding the Second Empire. Under his rule France underwent various social reform, granting new rights, and undertook great public works.
He commissioned a grand reconstruction of Paris by the prefect of the Seine, Baron Georges-Eugene Haussmann. While criticised for being over-extravagant at the time, it remains as the romantic image of Paris that we all know today.

  • +30% Production towards Districts in cities with an Established Governor at Level 2 or greater.
  • Neighborhoods yield +2 Culture from adjacent Chateau improvements and +1 Culture from adjacent City Park improvements.
  • Can construct City Parks in any city after Urbanization.

Romantic Revolutionary
  • Favors Civilizations with the same government type as him, and hates those of a different government type. Likes Civilizations with happy citizens and high tourism, dislikes Civilizations that neglect their amenities and tourism.

Thank you for sharing mod but I am surprised that you chose to present Napoleon III with a typical white jabot seventeenth or eighteenth century, when it is a monarch of the second half of the nineteenth century, a time when the jabot was totally out of date and no one was wearing it. On none of the representations of Napoleon III, he presents such a jabot. It would be great to change that, if you want to stick to a faithful representation of Napoleon III.

Then, I believe that a background presenting the Hausmannian Paris, the Arc de Trimpohe or the Tuileries Palace or the Louvre would have been more relevant and impressive, too.

These are simply suggestions for improvement, not criticism of your fine initiative.

Grisha's right, it's the same for me, the agenda is broken, he basically doesn't have a functioning agenda and what's displayed is basically the code string for his agenda

I’ll be Frank with you, I wasn’t expecting this until the Great Builders Leader Pack, but I won’t turn down this lovely addition to my future Civ games.
