When AI are in a Custom union but not the leader, they don't make trade line and don't adapt for it.
In late game when multiples AI major power make an union and the leader is one of the AI ; they can go bankrupt.
For reference in my game, 3 AI ; Russia, Persia and Ottoman made a Custom Union, they used to imported from my Market individually, when they merge the Custom to one market, the leader did not have the capacity to continue the trade route and all good expenses went UP like if they created their own embargo.
I solved this issue by making them give 25% of their convoys to the leader, you can edit it quite easily in the mod file if it happen to you.
this mod is exactly what I needed, make no sense that a 'title' would prevent you from being a Dominion, if your the 2nd most powerful nation yet x10 weaker than the first ; doesn't matter if you're a great power
