Purify Chaos Wastes and Wasteland with Devotion as Kislev

As Kislev, use the Power of the Church commandment to gradually make Wasteland and Chaotic Wasteland habitable. Takes 16 turns to convert Chaotic Wasteland to fully habitable (8 as Boris), and 8 turns to convert Wasteland. Costs 2 devotion per region per turn.

Should be compatible with most mods, except mods like Climate Adaptation which do the same kind of thing.

Known issues:
- Doesn't convert the climate. I'd like to, but can't figure out a way to change climate with scripting
- The climate icon will stay red/orange, and hovering over it will give the wrong description
- Losing a region will lose all conversion progress, even if the region was fully converted. I'd like to fix this but don't know how.
