Dark Elf/Vampire Counts Global Recruitment + Encamp

Description
Real simple, adds global recruitment and encamp stance for dark elves and vampire counts. This hasn't been thoroughly tested, but it seemed fine as I booted up my vcounts campaign. I may or may not fix any problems.

doesnt work the best needs update, encamp doesnt show up and it sometimes crashes

Update should wait till this next update. Works fine right now, but this next major update will determine if it actually needs to be or not.

This is just the best mod ever, makes the Dark Elves sooooo much better on the IE land-dominated map.

If i wanted to have just the encamp stance (for ambush protection) but without the Global recruitment, which part of the mod should i remove in RPFM?

awesome mod! would you also be interested in making a mod for vampires to use underway? i used a overhaul for wh2 i thought it fit for them plus was really useful for going around all the mountains the game wants you to take. thanks again for the mods
