Prison based on a real building in Lublin, Poland. Employs 60 workers and accommodates 180 prisoners.

It has nothing to do with the ratio, it's a game mechanic, similar to orphanages. It can't be changed, all prisons work like this.

Is it possible with this mod when the prison is at full capacity to still rehab the prisoners? I remember another prison mod wasn't balanced and when it was full the prisoners could never lower their crime level. I guess the ratio of prisoners to guards needed to be changed.

I tried to keep it balanced with the base game. This prison is definitely smaller, so it has a smaller capacity. I agree that they both are rather understated though.
