Description:
All military recruiting buildings can add 1~3 garrisons to towns (The number and quality of troops depends on the level of the building)

·All wh1, 2, 3 forces have been added
·Readjusted the priority of the garrisons of wh1 and wh2 faction, which should reduce the situation that high-level troops are covered by low-level troops
·Both player and AI take effect
·The size of the army is based on the mod of wh2, and some adjustments have been made.
