History:
Turtle Island is so named because the Spaniards called it Tortuga de mar because of its shape. It is the first territory of Santo Domingo colonized by France, the Spaniards being strongly present on the main island (Hispaniola), and weakly present on the Turtle. The colonial history of La Tortue has two major periods, the 17th and 18th centuries. The 17th century was the golden age of buccaneering, of which La Tortue became the regional capital. The 18th century was marked by a relative decline, facing the Big Island, which had become French by the Treaty of Ryswick in 1697. Turtle Island then served above all as a refuge for the quality of its climate, which was deemed healthy, and for its safety during of the Haitian revolutionary period (this is where Leclerc died in 1802). The period of the buccaneer will see the formation of a European society comprising English, French and Dutch. They will adopt a social organization of the republican type the "brothers of the coast", which will include an embryo of "social security" for the wounds received in combat. This society will remain united despite the clashes of the national powers of "guardianship". At the end of the 17th century the declining filibuster will settle in Jamaica at Port Royal (Kingston) and Nassau in the Bahamas (New Providence), it will then be dominated by Englishmen like Henry Morgan.

@RoxyRiku94 In addition to that, if you're playing as Mongols, you could put trading posts in a bunch of cities immediately, and then have some massive trade routes long before you normally would.

While being a negative Suzerain bonus overall, I think one can exploit the 'Cancel International Trade Routes" penalty by sending Amani to Tortuga to become Suzerain and then withdrawing her after cancelling all the Trade Routes sent.

Makes it for wacky strategies like getting Envoys with 'Owls of Minerva' by repeatedly renewing your Trade Routes to City-States, or resetting your Trade Routes after sending a Trade Route to a City-State for a quest (for example when playing as Tokugawa).

Your city states' mods make games much better, especially the ones which has negative effect on the suzerain is really interesting.
I think it's the only one negative city state which can be used in a strategic way.
Cancelling all the international trade routes can let the player reassign them immediately.
