Report a translation problem
The governments introduced here seem to vary wildly in how leaders with other governments view them, even if they are currently using a vanilla government. For example, you receive -40 opinion from being a Revolutionary Republic, -20 from being an Absolutist Monarchy, and strangely 0 penalty from being a Noble Commonwealth. In vanilla, tier 2 and 3 governments generally have a penalty of about -3 to -6 for differing governments.
This last point might be unique to me or my mod setup so it's not a huge concern, but I think the dramatic diplomatic penalties associated with these governments seem to make the AI less likely to choose such governments. In my games they seem to avoid switching to these governments at all.
