升级点数经过调整，满级能把所有技能点满。包括军队、海军，不包括事务官。事务官并没有修改，因为我不用。如果点数溢出的话每回合结束都会有加点提醒也很麻烦。所以点数修改刚好全部用完。事务官没有去研究过，所以不改。
