Description
TWW2 is no longer getting patches or DLC, so my mods are also considered final and will not receive any more updates. Therefore I disabled comments on all of them to avoid constantly getting notifications for the same dumb questions that have been answered a thousand times already. With this mod, AI factions can still confederate, but are much less inclined to do so. Generally they will only confederate when they are under a lot of pressure and not doing well. While a faction is doing fine on its own, it will rarely confederate.

In the vanilla game factions are often confederated just because they have very good diplomatic relations with another faction, even though in some cases they are larger and more powerful than the faction confederating them. This mod removes most of the bonus to confederation from good relations. Most factions are now only more likely to agree to being confederated when they are in 'Last Stand' or 'Total War' stance.

!!! Note that this will also make it harder, or often impossible, for the player to confederate other factions !!!

In the unmodded game, AI factions get an additional bonus to confederation chances based on the strength of the player: If the resulting new faction from a confederation would be under a certain strength threshold relative to the player. This mod lowers those thresholds, so the bonus will generally be lower. The bonus is dependent on difficulty, so you'll still tend to see more confederations on Legendary than on Normal.

Some races still tend towards confederation because peaceful unification is their theme, although it will usually happen later / more rarely:
-Wood Elves (good chance of unification with very good relations)
-Bretonnia (moderate bonus)
-Empire (moderate bonus)
-High Elves (small bonus only for minor factions)

Also removed the mechanic for Norsca and Greenskins factions to instantly get confederated when their faction leader loses one battle. Those races can still confederate the normal way. (Does not affect the player.)

The main goal is to prevent the mega confederations where one faction with 20+ regions confederates another faction with 20+ regions. Dark Elves are the worst offenders here - they do it in almost every game. During several test runs, these confederations didn't happen anymore with this mod. In most cases where confederation still happens, the faction being confederated has only 1-3 regions and very few units.
