This allows you to have client/server-side options where as mod options did not (I'm not sure if they changed that down the line.)

I'm on b41 and couldn't understand (Im dumb) is this doing the same thing with mod options, Im making a modded host for my friends and which one would be better, thanks for the help.

Nope. Mod-options are now built-in to B42.
