Tribal Revival

Description
This experimental mod is the beginning of an effort to restore dignity and playability to the tribes of Imperator: Rome. It is a work in progress and may be subject to frequent change.

Features:
The global noble desired pop ratio of -0.07 for tribes has been removed
The global tribesmen desired pop ratio has been raised from 0.1 to 0.15
The city build cost modifier for tribes has been reduced from -0.25 to -0.1
However, building cities is more expensive for decentralised tribes (+50% cost at 100% decentralisation)
Tribes now gain 0.1 military experience per month
Decentralisation now provides additional monthly military experience (maximum of 0.4 at 100% decentralisation)
Full centralisation (100%) now provides 15 civilisation instead of 10
The values of centralisation and decentralisation events have been increased

@lukimper
I actually took some time to figure it out myself and pumped out a mod: Germanic Hordes
It should be available in the workshop now
This is what I cooked together:

@sealionforever - all easy to do :)
You can either create a new tribal government to accommodate these modifiers, or do it for all tribal governments.
Not sure how to combine that with change of culture - not as yet.
Also laws can do the job here too.
Modifying heritage... I think that's brilliant idea as I wanted some laws or government types limited to specific areas... although tags might be a better option here (if possible).

Have a look in here: https://forum.paradoxplaza.com/forum/threads/tribes-ml.1474972/

@lukimper
Would it not be possible to give the barbarians a levy size multiplier (so the armies will be larger) plus a discipline malus (so they will take more casualties).
If you combine this with a change in culture for unreformed tribes that they have 90% or 95% light infantry with maybe regionally a little bit of archers, chariots or light cavalry
After a tribe reforms (or settles maybe) you could change the culture division again to provide other troops (50% LI with archers, chariots, ... to fill up the other 50%)
This way you would achieve that idea :)
I'm not a modder myself, but the easiest way would be to manually create 'alternate' cultures with the same name so you can have a decision or something to change back to the original culture after reforming.
The other things are simple modifiers you could stick into the heritages maybe? or global modifiers a tribe government gets

Hey Pavl, I'll have to look at the files on diplomatic relations and vassals. Send me a message if you want to discuss it more.

@ sealionforever - "a levy size increase, but with inferior troops " - it would be nice to have such specific additions but i haven't seen myself a modifier for anything else than modifying levy size globally.
On the other hand one can create a law to at least make them cheaper and the undesired unit types more expensive.
The one you want... if you know how to create a new modifier, tell us :) I'll happily make such an improvement.

I would also like to see a levy size increase, but with inferior troops (light infantry or something else with some debuffs)
It would be nice to see larger barbarian hordes, but without quality

Tribes are in great need of a reworking, this is a welcome mod to see.
