I actually took some time to figure it out myself and pumped out a mod: Germanic Hordes

You can either create a new tribal government to accommodate these modifiers, or do it for all tribal governments.
Not sure how to combine that with change of culture - not as yet.
Also laws can do the job here too.
Modifying heritage... I think that's brilliant idea as I wanted some laws or government types limited to specific areas... although tags might be a better option here (if possible).

Would it not be possible to give the barbarians a levy size multiplier (so the armies will be larger) plus a discipline malus (so they will take more casualties).
If you combine this with a change in culture for unreformed tribes that they have 90% or 95% light infantry with maybe regionally a little bit of archers, chariots or light cavalry
After a tribe reforms (or settles maybe) you could change the culture division again to provide other troops (50% LI with archers, chariots, ... to fill up the other 50%)
This way you would achieve that idea :)
I'm not a modder myself, but the easiest way would be to manually create 'alternate' cultures with the same name so you can have a decision or something to change back to the original culture after reforming.
The other things are simple modifiers you could stick into the heritages maybe? or global modifiers a tribe government gets
On the other hand one can create a law to at least make them cheaper and the undesired unit types more expensive.
The one you want... if you know how to create a new modifier, tell us :) I'll happily make such an improvement.
