Adds France to CivV led by France Hetalia from Hetalia Axis Powers.

There to help assist him would be Richelieu from Kantai Collection, FAMAS from Girls Frontline, Surcouf from Azur Lane, as well as Eclair and Marie from Girls und Panzer.

As of now, I shall altering the code so that this mod will be able to work without the "Anime Universal Units" mod and thus I will be removing the "Anime Universal Units" from the required list.
