After subscribing to a mod, you need to enable it in the Launcher -> Mod Manager.

When you subscribe to a mod, you have to enable it in Launcher -> Mod Manager. Then launch the game.

Yes, it does. Started a new game with Alith Anar, Shadow-walkers had 5.5 reload time with mod, 9.9 without mod.

I just launched the game with this mod on and it worked as Alith Anar for example.

I'm not sure I understand the question correctly, but are you asking for a mod that increases the range of ranged units? In that case:
25% Range Boost. Player Only.
