Description
Charlemagne united the majority of western and central Europe. He was the first recognised emperor to rule from western Europe since the fall of the Western Roman Empire three centuries earlier. The expanded Frankish state that Charlemagne founded was referred to as the Carolingian Empire. The exact term "Holy Roman Empire" was not used until the 13th century, but the concept of translatio imperii , the notion that he—the sovereign ruler—held supreme power inherited from the ancient emperors of Rome, was fundamental to the prestige of the ruler.

How to use:

Form the Holy Roman Empire, and then you'll have the ability to see the requirements for forming Rome.

Compatibility:

It is very lightweight and should be compatible with any/all other Rome mods out there.

Features:

Form Rome! Now the "Empire of the Greeks" will stay just that! Let the west rise to glory!Flavor text has been modified should the Holy Roman Emperor reach his (or her) full potential! Byzantium can still do it too. Race your friends to form Rome! Both routes remain intact.

Decision does not appear even with the aforementioned changes

Well, at this point, my only problem is : while creating the Roman Empire from the HRE keeps the succession law princely elective, the vassal bonus of 20 that comes with it disappears. Pretty annoying.

I managed to make it work !

1) go in your CK2 mod folder, usually documents/Paradox Interactive/Crusader Kings II/mod

2) open the file empire of the franks.mod.mod with a text editor, I recommand using Notepad++, which is free and works greatly with CK2 files

3) replace archive="mod/empire of the franks" by archive="mod/empire of the franks.zip"

That way, the box to enable it actually appears on the launcher, but the mod still doesn't work.

4) in your mod folder, open the file empire of the franks.zip with a file archiver, I recommand using 7zip

5) inside the archive, there are now 2 files named descriptor.mod ; open them with Notepad++, and you'll see the content is supposed to be identical with that of empire of the franks.mod.mod

6) one of the two descriptor.mod contains the line archive="mod/empire of the franks" while the other contains the line archive="mod/empire of the franks.zip" ; suppress the first one

7) save the archive

Now, the mod actually works.

In the mod menu I dont have the option to enable it?

I think I figured it out. For some reason the .mod file when I downloaded it was set as path="Empire of the Franks", rather than archive="Empire of the Franks.zip".
Also apparently d_con doesn't exist so that would also block the creation of the RE even if you could see the decision.

I made some tweaks and re-uploaded, but with the way CK2 handles mods there's a 50/50 chance it didn't do anything (The way Paradox handles mods is beyond stupid).

As far as re-downloading goes... I can't either (again CK2 is aggrivatingly dumb)

The command didn't work and when I manually deleted the file from my mod folder steam won't redownload it

I'm not seeing the decision even with all other mods disabled. Does it only work in the 769 start?

Try typing "event LoR.696969" into the console. The only thing I can think of is the mod isn't being read for some reason.

If you get red text along the lines of "unknown event" try manually deleting the mod from your documents folder and re-downloading it.
